MemberHMO rooms/bedsits/studio flats/etc., don’t require individual EPC’s on letting. An HMO being sold requires one as a whole, to include all accommodation areas, shared rooms and facilities and common parts (access corridors and stairways).
These two situations in combination place all HMO’s outside of MEES, so one of the weakest areas of our housing policy (homes for single, often lower income people) will not benefit from the intended pressure on landlords to improve properties to meet MEES requirements.
Is this fair on those living in such accommodation or am I missing something?
